In Croatia, it's been my experience that dogs are generally well-accepted. Public transport can be a bit hit-and-miss with allowing dogs, and there may be restrictions on certain breeds, so that's worth checking out. If your dog is well-behaved and on a leash, you shouldn't have too much trouble in most places. An extra tip: bring your own bags for dog waste, as this is heavily expected for cleaner streets.
